The Middle East - 2012 Words
The Middle East has been one of the most volatile and violent regions since the end of Second World War in 1945. The declaration of Israel in May of 1948 caused widespread violence and conflict among the Arab nations in the Middle East and the Jewish state of Israel. The declaration caused a chain of significant events that to this day still have a bearing. Some key events that followed the declaration of Israel were the war of independence, the Deir Yassin massacre, the displacement of Palestinians and the 6-day war. The British failed to keep control of their mandate. This was due to the effects of the First World War which left Britain with food shortages and a lack of finance. They were unable to control Jewish immigration and the disturbances and conflict between the Jews and the Arabs, which forced the British to leave the Middle East as they believed that the United Nations would do a better job of keeping peace. On 29th November 1947 the United Nations voted in favour of a pa rtition which planned to divide Palestine into three areas: an Arab state, a Jewish state and an International zone for the cities of Jerusalem and Bethlehem. The Jews agreed to the partition whereas the Arabs did not as they felt that the Jews were getting the larger share of land. How much thought leadership employees are able to contribute ultimately depends on what their companyââ¬â¢s leadership organization looks like, Solis explained. Some companies say they want thought leadership in theory but donââ¬â¢t recognize or reward it in reality. Sharing ideas can be risky for employees if the leadership feels threatened and wants to keep a potential thought leader from becoming associated with the companyââ¬â¢s brand or recognized within the industry. But itââ¬â¢s also risky for a company to reward rising thought leaders, only to see them looking for the next big contract. The solution lies in fostering the right combination of encouragement for employee thought leadership, and employee loyalty. That allows thought leaders to rise through the ranks and greatly benefit all involved. Solis said promoting thought leadership internally requires opportunities to inspire employees to learn more about their field and be better at what they do. And thatââ¬â¢s good for the bottom line. Rising thought leaders also can boost a companyââ¬â¢s ability to engage in social media. Thatââ¬â¢s a component of many thought leadership campaigns that needs improvement. ââ¬Å"If you look at HR, training, and growth, weââ¬â¢re still talking about the Dark Ages in most organizations today,â⬠Solis said. Todayââ¬â¢s opportunities to engage with customers, and provide meaningful, helpful thought leadership to a responsive audience, are absolutely unprecedented. Some was done in workshops attached to the home. As towns grew into cities, the demand for manufactured goods increased. Some workshop owners began hiring helpers to increase production. Relations between the employer and helper were generally harmonious. They worked side by side, had the same interests and similar political views. The factory system that began around 1800 brought great changes. The employer no longer worked beside his employees. He became an executive and a merchant who rarely saw his workers. He was concerned less with their welfare than with the cost of their labor. Many workers were angry about the changes brought by the factory system. In the past, they had taken great pride in their handicraft skills; now machines did practically all the work, and they were reduced to the status of common laborers. In bad times they could lose their jobs. Then workers who would accept lower wages might replace them. To skilled craft workers, the Industrial Revolution meant degradation rather than progress. The Industrial Revolution was dawning in the United States. At Lowell, Massachusetts, the construction of many mills and factories began in the early 1800s. Factory owners were in desperate need of workers, and as most jobs in these factories required neither great strength nor special skills. In turn the owners thought women could do the work as well as or better than men. In addition, they were more compliant. The New England region was home to many young, single farm girls who might be recruited. The only thing that hindered many from working was the belief that sooner or later factory workers would be exploited and would sink into hopeless poverty. Economic laws would force them to work harder and harder for less and less pay. Factory workers were able to persuade the women to work by building decent houses for them to live and adult supervision to look after them. They were encouraged to go to church, to read, to write and to attend lectures. They saved part of their earnings to help their families at home or to use when thy got married. Faced with growing competition, factory owners began to decrease wages in order to lower the cost-and the price-of finished products. They increased the number of machines that each girl had to operate. In addition, they began to overcrowd the houses in which the girls lived. All of this to save as much money as they could. This caused many to leave and others to hold protests or strikes. As the factory system grew, many workers began to form labor unions to protect their interests. Labors tactics in those early times were simple. Members of a union would agree on the wages they thought were fair. They pledged to stop working for employers who would not pay that amount. They also sought to compel employers to hire only union members. In the next few decades, unions campaigned for a 10-hour long working day and against child labor. Meanwhile trade unions were joining together in cities to form federations. A number of skilled trades organized national unions to try to improve their wages and working conditions. The efforts brought about many strikes and protests. It was a fact; things were changing in America. Some people liked it and others felt they were going to be thrown out and de-skilled. Unions and protests proved to be successful in many cases but nothing could change the fact that this nation was involving to one large factory.

First, those targeted are chiefly the low income people and the elderly in society. Second, the loansââ¬â¢ costs and terms often change at the closing and differ greatly from what they were at the beginning or what was agreed. Predatory practices are also often accompanied by aggressive sale approaches. There are also repeated re-financing options after a short time lapse so that lenders end up collecting addition fee or penalties, consequently denying borrowers such as home owners the equities from their security. Notably, in most of predatory lending practices, the lending is not often in line with the borrowerââ¬â¢s capacity to repay since the lenderââ¬â¢s center of attention is often the foreclosure. In addition, the vulnerable borrower is always unaware of the underlying truths of the truth, terms, conditions, and consequences of the deal (ââ¬Å"Predatory Lendingâ⬠4). That is, there is always quite a lot of misunderstanding about the nature of loan and the amount to be repaid since such transactions has high but hidden fees that could be hidden from the borrowerââ¬â¢s eyes. The borrowers are often tricked by the aggressive sales. Most affected in this regard are uninformed groups, which end up borrowing under unfair loan terms. Due to the harmful effects of such loans to society, the government has numerous remedies in form of laws and regulations. These remedies include the Equal Credit Opportunity Act (ECOA), the Real Estate Settlement Procedures Act (RESPA), the Home Ownership and Equity Protection Act (HOEPA), and the Truth in Lending Act (TILA). Others are the Fair Housing Act, and the Federal Trade Commission Act, and Special State Anti-predatory Lending Statutes, in State Unfair and Deceptive Trade Practices Acts, and common law fraud and unconscionability. This paper explores some of the predatory practices in lending, pointing out and explaini ng the partiesââ¬â¢ responsibilities. Predatory Practices Predatory lending practices are not only unfair but also fraudulent and deceptive. In other terms, predatory lending entails the imposition of abusive and unfair terms on loans for borrowers. In fact, the phrase ââ¬Ëpredatory lendingâ⬠generally refers to many specific illegal activities in the loan sector. Nonetheless, different states have various laws against each specific type of illegal loan activity. Notice should be taken about the distinction between predatory lending and predatory mortgage servicing. The latter refers to the deceptive, fraudulent, and unjust practices of lenders and servicing agents in loan or mortgage servicing processes. Unlike predatory lending, this latter activity takes place post loan origination. An example of a predatory practice is that of a lender deceptively convincing a potential borrower to accept an unfair and abusive loan term (Nasiripour 122). Second, a lender may methodica lly breach the terms so that the borrower finds it hard to defend against it (Aleo and Svirsky 119). Non-profit organizations play a useful role in the city and so a certain level of funding is normally made available to them so that they can continue to achieve their goals. The Budget According to Horngren et al (2000, p. 178 -180), a budget is the financial plan of an organization which is communicated in quantitative terms. It forms a blueprint for management to follow in an upcoming period and outlines the operational goals for a specific period of time. It states where financial resources will come from and what they will be used for. Planning is achieved through the budgeting process and forms the basis for decisions made by management. Horngren further states that budgets represent a major aspect management control sy stems. As long as they are administered in an appropriate manner they have the following characteristics. they compel planning they provide criteria for performance; and they promote the coordination and communication of activities in the organization. Planning is a major function of the budget as it seeks to quantify the plan. The plan specifies the type, quantity and quality of services that will be provided, estimating the costs and deciding how they will be paid for. The Council prepares the estimates of income than will be generated from various services provided at a cost by the city. These services include and are not limited to transportation, water and sewage. Other income generators include property tax and corporation tax, and income tax. The expenditure includes both capital and current expenditures. The performance criteria are useful both for staff and for sub-contractors who perform jobs in the city. They set the standard for achieving the goals and objectives of the departments. In coordinating and communicating the plan all the management personnel in these departments coordinate the tasks for their subordinates so that the goals of Council will be achieved. The objectives of the departments are communicated in such a way that they are clearly understood by employees. Controlling and administering the budget helps to ensure that resources are obtained and expended based on plans. Budgets are used to monitor the flow of resources to ensure that they are used as intended and that there are no significant over-runs. According to Chan (2009) the annual budget prepared in the public sector is not only a planning document but also includes projections of revenue collection as the law authorizes well as information on expenditure that has been proposed by executives and approved by the legislature. This implies that the budget is used as tool for management control as well legislative oversight. Any transactions and activities undertaken have to be i n keeping with the budget. Chan (2009) indicates that this type of accounting is described as management accounting in business and budgetary accounting in the public sector. It is in this same way that the City Council will go about controlling and managing public funds. Table 2 shows a summary version of the cityââ¬â¢s budget for the fiscal year ending 31st March 2012.
